On October 27, the 2023 Bohai Science and Innovation Development Conference, hosted by the University of the Chinese Academy of Sciences and the Binzhou Municipal Government, took place at the Binzhou City Yellow River Delta Trading Center.

During the opening ceremony, Pan Jun delivered a speech on behalf of the Department of Science and Technology of Shandong Province.

Song Yongxiang gave a keynote speech, highlighting various facets of Binzhou's urban development. He emphasized the remarkable achievements of Binzhou City in pursuing a development strategy centered on science and innovation and in the establishment of a "Dual-Type City" that integrates industry and education and highlights industrial innovation.

Wang Yanfen spoke on behalf of the University of the Chinese Academy of Sciences.

Zhang Bo delivered a speech titled "Persisting in Science and Innovation-led Development, Forging New Productive Forces." In his address, he shared the significant accomplishments achieved by Weiqiao Pioneering Group in recent years through its vigorous implementation of the science and innovation-led and data intelligence empowered development strategies. He also outlined the key initiatives for driving business innovation and energizing new productive forces in the future.

Gao Peng, Executive Director of Binzhou Weiqiao Guoke Research Institute, presented a keynote report titled "Exploration and Practice of Promoting New Quality Productivity by Weiqiao Guoke Research Institute."

During the signing ceremony, Binzhou Economic and Technological Development Zone and Weiqiao Guoke Higher Technology Research Institute signed a deep cooperation agreement for industry-academia-research collaboration. Weiqiao Textile Co., Ltd. signed significant technological innovation project cooperation agreements with Donghua University, Binzhou Weiqiao Guoke Higher Technology Research Institute and  Chongqing Institute of Green and Intelligent Technology, Chinese Academy of Sciences, respectively. Binzhou Weiqiao Guoke Higher Technology Research Institute also signed cooperative agreements to establish talent development training bases with Donghua University, Shandong University, Tianjin University, and Central South University.

Dong Jichang hosted keynote speeches by distinguished guests from the fields of science and education.

Academician Li Yongfang delivered a special report on "Solar Energy Utilization and Organic Solar Cell Materials."

Academician Han Buxing presented a special report on "Green Chemistry and Technology."

Wang Shutao, Party Secretary and Deputy Director of the Technical Institute of Physics & Chemistry, Chinese Academy of Sciences, gave a special report on "Biomimetic Interface Materials and Future Technology."

Liu Zijun, Vice President of Shenyang Siasun Robot & Automation Co., Ltd., delivered a special report on "Siasun’s Innovation and Development in the Robot Industry."

Before the opening ceremony, Zhang Bo, Zhang Hongxia, and Zhang Yanhong accompanied some of the attending leaders on a tour of exhibitions showcasing technological innovation achievements from the Chinese Academy of Sciences, the University of the Chinese Academy of Sciences, the Binzhou City,  the Binzhou Weiqiao Guoke Higher Technology Research Institute, and the Bohai Advanced Technology Research Institute.
